Get into your router and throlle your speed to your device to a really slow speed. Call your extra device you have laying around and see how the image it. Also smear something clear over the camera lense. Like maybe plastic wrap or a zip lock bag. Or even a thin coat of Vaseline. I did this with my parole officer. It was a ziplock bag that I stretched.

Not sure how to rig the video really, or not consistently. How about switching off the camera and just tell them it will not connect with it on, due to poor signal / connection.

Hold a crisp / chip packet in your hand, out of shot, and crumple for the lovely crackle effect.

Use a VPN on your phone and connect to the the slowest possible server (far away) usually the provider shows what the ping and network quality look like

Use the web version of WhatsApp. Open DevTools in Chrome and enable network throttling.

Download various Linux distros. I’d use torrent that doesn’t have download or upload throttling, and grab several Linux like Ubuntu, Knoppix, etc and start em all when you’re trying to connect to Whatsapp. It’ll act like you’re using an ancient 56k dialup.

Or if you happen to know of local ISP that still uses dialup, use that.

You could put clearish tape over the camera and throttle your network speed (either via a vpn or at the source)

There are several applications for windows that let you throttle internet speeds for specific applications

Don’t cut it too much otherwise you end up stuttering for a few minutes

Come to my house and use my internet.

Its 2023. I live in a metro area of over half a million people. The best I can do is AT&T ASDL copper wire internet from the last century. I love monopolies!

Not defending monopolies here, AT&T can get fucked. But with that said:

Are you sure it’s AT&T and not your landlord that’s at fault?

A lot of apartment buildings were built using loop wiring for their coax, which doesn’t support cable internet. Fixing that is a complete rewire of the building. Whether it’s coax or fibre, the ISP usually expects the LL to bear half the cost of significant new building wiring in a MDU.

Cheap LL’s blaming the ISP is a tale as old as the Internet.
