If you can dismantle it and clean it out as others have said there’s a small chance of getting it restarted. BUT it’s only a SMALL chance. If this is beyond your skill level and you have a tech savvy friend, ask them if they can help. Sometimes stuff like this is just gunk in the connectors (memory, storage) that can be cleaned and reseated. Sometimes.
Does it even beep at you when you power it on? What kind of PC is it? Brand and model? Laptop I’m guessing…
Don’t wipe it. Remove the drive. Replace the drive with a new Virgin drive. They’re not expensive. Install windows. Physically destroy the old drive.
