My brand new ryzen 7 5700x keeps overheating. It is at 99F as soon as I boot according to core temp. This was also happening on my old cpu which is why I decided to replace it. The motherboard and gpu are also brand new. I have a cooler master masterliquid ml240l v2 rgb aio, which I didn’t think was faulty as it is relatively new also. Is my cooler busted? Is it a ram issue maybe? Maybe it’s the psu? I really am at a loss here and I just dropped $700 on a new cpu gpu and mobo. Has anybody had a similar issue?

Sounds like the aio is the issue
Has the cooler been used before? Maybe the sticker is still on the contact. If not maybe your AIO isn’t getting enough power to cycle the liquid.

What power supply? Only asking because underpowered hardware can cause heat.
Are you sure your pump is running? Double check all the pump connections.
Cooler issue, not related to anything else.
UPDATE: It was the cooler. I ran to Best Buy to pick up a cooler and it works now. Thank you to everyone that replied, tons of help, I will definitely be coming back here if I have any issues in the future
Is the radiator actually getting hot?
If the radiator isn’t hot, you have no fluid circulation within the AIO. Usually means a dead pump motor or a broken impeller.
