Norton keeps saying my laptop has over 9k issues and I need to buy ultimate to get it fixed. Though I feel like if that number was true my laptop would have blown up by now.

Just scan it with malwarebytes and adwcleaner (maybe even some other virus removal tool), if there’s anything it will report to you.
And get rid of norton (not even paying for it). Windows defender is good enough already.
