Steam’s download speeds can be limited by the server you’re connected to. Try changing your download region in Steam settings.

Factory Reset:
Go to Settings > Update & Security > Recovery
Under “Reset this PC”, click Get started

Also, the Netgear powerline adapter you mentioned might be limiting your speed. Test your internet speed with a direct Ethernet connection to the router, bypassing the powerline adapter, to see if there’s a difference.
Create a Bootable USB Drive and boot from it. Start Windows Installation and format your HDD.
