Create a Bootable USB Drive and boot from it. Start Windows Installation and format your HDD.

Beyond the Nvidia Control Panel, ensure that any GPU-specific software (like GeForce Experience) isn’t enforcing its own FPS cap. Some overlay applications (like Discord, Steam overlay) can sometimes interfere with game performance.

Steam’s download speeds can be limited by the server you’re connected to. Try changing your download region in Steam settings.

Go to Settings > Safari and tap ‘Clear History and Website Data’. This might resolve the issue. Also, disable/enable private browsing.

Factory Reset:

Go to Settings > Update & Security > Recovery

Under “Reset this PC”, click Get started and choose Remove everything.

Select Change settings and turn on the Data erasure toggle to ensure all files are completely removed and unrecoverable.

Try using a different cable to see if that improves the situation and make sure the network drivers on your computer are up-to-date.

Also, the Netgear powerline adapter you mentioned might be limiting your speed. Test your internet speed with a direct Ethernet connection to the router, bypassing the powerline adapter, to see if there’s a difference.
