no, a lot of programs need specific version of the redistrutible so they often the one they need

so lets say some game install 2015 version, some editing software installs 2019 version and you are left with multiple versions of the same thing, but I wouldnt touch any of those.

Try to mess with the monitors settings, maybe it has some option for vertical / horizontal alligment and it might also have some settings when you set windows to non-native resolution.
