There are lots of things you could try - checking power settings on wireless card, trying a different driver, etc but a quick and dirty way to narrow things down quickly would be to try a USB wireless adapter in the same machine. If it works fine, then you know the problem is isolated to your internal WLAN card and/or antenna. If it doesn’t, then it’s likely a Windows issue.
Don’t reload your OS before doing basic (and quicker) troubleshooting.
At least check your DNS settings to see if they are set manually for some reason, especially if they are different from what your other devices are getting from your router.

HEIC is a pain on Windows now that the MS Store codec is for-pay if it’s even available.
If IrfanView won’t open the HEIC files for you, I’ve found that the easiest ways are to use the “nomacs” viewer or install the CopyTrans codec.

You don’t say what OS you are talking about and a screen shot would be helpful but can’t you just reboot if all else fails?
If Windows, ctrl-shift-esc and kill the task or try alt-f4 if the program you want to kill has focus.
