You can do one of those prepay companies like Mint, Tracfone, Virgin Mobile etc. if you’re in the USA you can get a month-to-month plan and port your number to it. If you are in some other country, I have no idea what your options are. If you get a month-to-month plan just pay for the line till you are satisfied that you no longer need it.

Factory reset = wipe and start over. Back up to a external drive everything you want to keep. Favorites, bookmarks documents. Password file pictures ect. And do a factory reset.
have you tried to re install the Wi-Fi Nic driver? You can try that. Open up device manager as an admin and right click on the Wi-Fi card and left click on uninstall. Reboot. If everything works as it should windows will re install the driver but as a stop gap measure, I would download the driver from the pc manufacture site just in case. I would also look at power management option for the Nic and disable windows from turning off the card. To access the power management while you are in the Device manager right click on the Nic and left click on properties. you should see a power management tab. Un check the box allow the computer to turn off device to save power.
