Read through the rest of the comments and saw that when you switched to Cinebench R23, your scores were close to where they should be.
You need to enable PBO, and do a negative voltage offset to get your scores the rest of the way there. (More BIOS settings)
Plenty of guides out there if you’re interested. Basically start w/ -20, run Cinebench to check scores and stability. Then go -25, and do it again.
Based on my experience, -30 (and sometimes more) is usually stable on most 7800x3ds.
