1 year agoIn addition to what others have said regarding the speaker, have you spoken to your neighbors? Slashing tires and graffitiing are real crimes.
I’m not a lawyer but the Bluetooth thing could probably also be considered harassment.

Make sure the monitor is plugged in. If that doesn’t work, try a different monitor and connector cable.
