Build it by thinking like a guitarist.
Find a steel string sample library or synth patch and run it through an amp simulator and or distortion plugin. I’ve done this with various VSTs, admittedly none were free but there are some out there. Really any musical pluck type synth starts sounding like metal when you run it through a compressor, limiter, distortion and eq.
Unfortunately you aren’t gonna get many responses to this one. A simple Google search will give you the answers you’ll need and you’ll find results align very closely with this subs views on the matter.

a free guitar instrument to ‘play’ via MIDI? not many options, maybe the free Shreddage, LABS… free amps and IRs: plenty from STL, Nembrini, Poulin…
