Toughpower GF3 1200W PSU

During a bad storm the lights to my apartment were flickering, so I shut down my pc that was on and then unplugged it from the wall. Upon plugging it back in nothing turns on and the motherboard does not seem to have power. I am hoping my whole pc isn’t fried but how could it be if it was on and I shut it down myself through windows? I tried the paperclip test with the psu itself and the 24-pin connector and it is not turning on (no fans turn on with psu). Is the PSU dead? What are my troubleshooting options? Should I be worried about other components (I have a 7950x and 4900 in this system)? Any and all help is welcome as I need piece of mind with this issue. If the PSU has failed, I cannot contact newegg/thermaltake until tomorrow but I am still unsure how this has happened if it was working before I unplugged it myself.
