Could somebody explain how this works? Does it work? I use win11 and Cubase 11 pro.

It would be great if I could do my own folders thsh are on top with my plugins of choice.

Yes of course. Just drag and drop to rearrange
Plugin manager> make a new collection by copying the default one > edit it however you want
