i touched a cut usb wire (the red one on an android cable) to a vape battery, to charge it. it was plugged into my computer and my computer won’t turn on anymore. help. what happened. how fix.

Take it to an engineer. You could have blown a fuse, a cap, power regulator. We’re not going to be able to diagnose let alone fix this.
