So I’ve bought my HP Pavilion Gaming Laptop a few years ago at Walmart with my bf a few years ago.
It can run fast but there have been moments where it would randomly lag up especially when I am playing The Sims 4, or whenever I upgrade to Windows 11, even on Windows 10 it has acted slow.

Have you checked task manager? If not, when things start to get slow quickly pull it up (ctrl+shift+esc) to see if any processes are using a lot of a particular resource.
My Bf checked task manager earlier, it seems to be running normally, only thing I could guess was something was using 20% of Ram Memory, But I had the Sims opened at the time.
Have you maintance your laptop, like changing thermal paste or cleaning the dust from the interior?
Maybe is thermal throttling, check the temps while heavy load.
