ive had my pc for a few years and its pretty much ran fine until recently when i was playing rdr2 and it randomly started stuttering really badly, soon after i kept getting random BSOD out of nowhere. the stop codes were for all different reasons such as KERNEL_SECURITY_CHECK-FAILURE , SYSTEM_SERVICE EXCEPTION so i lowered the speed of my ram down from 3200 to 3000 or something abit lower, didnt work. after that i reinstalled windows, i clicked the option where i keep most of my files rather than completely wiping everything in hopes that it would fix but i am still stuttering extremely bad & framedrops on games and keep getting random BSOD, now after i reinstalled windows i have gotten the stop codes APC_INDEX_MISMATCH and DRIVER_IROL_NOT_LESS_OR_EQUAL. i really dont know what to do or what is causing these issues or how to fix it, ive tried lowering my ram speed but maybe its a hardware issue? when i was stuttering i opened task manager in my 2nd monitor, my gpu usage was in the 90%'s and whenever i stuttered my cpu would drop down very low and then come back up as the stuttering stopped. its not like its very old, i purchased a new cpu and psu only a few months ago. i dont know whats causing these problems and i cant seem to find a fix anywhere, please help

Start by installing MSI afterburner, look at temperatures on your CPU and GPU, as well as the load on your CPU, not just the overall temp/use, but also per core.
