A family member saw a pop-up on the PC that said something like the IP address was locked due to a hack and was told to call an 888 number. The person on the phone told him to enter something (he doesn’t remember what) into the search bar in the start menu. Afterwards, he realized the guy wasn’t legit and hung up on him but I’m nervous that whatever he entered into the search bar will allow the guy back door access to the PC. Would a basic malware/virus scan take care of this or will this require something more involved?

Standard scam. Sounds like you stopped before letting the person. You would have to enter the address and download some sort of connection software. Then open the connection software. Sounds like you stopped before doing all of that.
