that thing is beyond fucked a big part of the die has come off.
this kind of damage usually happens when a soldered IHS is taken off without melting the solder but this CPU has no heatspreader and the TIM between the die and cooler should be normal paste.
another way this could happen is that a high side mosfet on the vrm failed closed and applied 12V directly to the core causing enough damage to crack it, but thats only possible if the board was dead before you took the heatsink off.
