Running Unraid, want to add a 2nd GPU so I can have a second gaming VM running at the same time.
My build is: 5900X Gigabyte Aorus Elite X570 3060ti RM650 Power Supply (6 HDD + 2 NVME) 1 pcie USB 3.0 card 5 fans
Would like to add my old 1060 6GB to it. I have it already, but if I were buying form scratch I’d probably get something lower power - only has to do decent 1080p gaming.
Is 650 watts gonna cut it? What’s the minimum I should bump it up to if I need to?

Not sure about power, but you will have a PCIe lanes problem. The other x16 slot will only run PCIe 3.0 x4, when the GPU has an x16 connection. I don’t think you’ll get very good performance when the card only has 1/4 of it’s intended bandwidth.
